China leveraged the size of its potential car market and its industrial logistics to lure greedy western car manufacturers to send a lot of their production to China under technology sharing agreements. So China was able to learn from the best practices of the time while ramping up STEM education and sending students abroad to experiment in cutting edge research. Western manufacturers and their investors got short term profits at the cost of their seed corn. Now China is often leading in many areas of manufacturing, especially in electric cars (EVs).

Mexico won’t replace China in this field, but could become a power player in the field. It should encourage Chinese EV production joint agreements in Mexico, and send more postgrad students abroad to research wherever innovation is happening. The Mexican govt could also promote domestic EV production even more than it’s currently doing (e.g. Olinia). Pure research, technological tinkering, and hands-on technical manufacturing experience are all necessary.

Personally, I’d like to see passenger train and clean, comfortable bus service be more of a priority, but clearly (personal) EVs are gaining traction in Mexico, even with such little charging infrastructure. The window will be closing soon, but Mexico is geographically in a good spot to be a player in this industry, if the will is there.
