They are visiting Mexico (by choice) to buy an experience and they don’t, typically, have any appreciation for the impact that their visit along with millions of other tourists have had on the local communities in terms of ongoing cost for goods and services and housing for the local communities. Hopefully, this tax generates additional revenue to support tourism infrastructure.
